Seventh meeting of Board of Directors of ANEAQ

The seventh meeting was held on Wednesday, November 7, 2018 at the headquarters of the Secretariat of State for Higher Education and Scientific Research. It was chaired by H.E. Khalid SAMADI, Secretary of State for Higher Education and Scientific Research, on behalf of H.E. SAID AMZAZI, Minister of National Education, Professional Training, Higher Education and Scientific Research, the members of the Board and a number of guests. The following points were discussed:

  • Approval of the agenda items;
  • Approval of the minutes of the meeting of July 4, 2018;
  • Approval of the draft assessment guidelines;
  • Study of the budget and the provisional program for the financial year 2019;
  • Review of the agency’s action plan for the academic year 2017-2018;
  • Agency’s action plan for the academic year 2018-2019;
  • Appointment of representatives of the Agency’s Board of Directors to the three specialized committees;
  • Other.

Recommendations:

  • Following the approval of the draft assessment guidelines and pursuant to Article 5 of Law No. 80.12 concerning the Agency, the members of the Council suggested publishing it in a regulatory text referring to the decision of the Minister of National Education, Professional Training, Higher Education and Scientific Research ;
  • Prepare a first version of the Agency’s draft strategy and present it at the next meeting of the Board. This requires the Agency to engage in the vision of universities wishing to participate in the assessment process by selecting a sample of Open and Regulated access institutions, which implies linking the assessment process to the intended strategy;
  •  Establishment of two committees, the first of which is responsible for the Agency’s headquarters and the second for studying the fees paid to users of the Agency to participate in providing expertise. Each committee is made up of a representative of the Agency, a representative of the Secretariat of State for Higher Education and Scientific Research and a representative of the Ministry of Economy and Finance;
  • With respect to the value added tax applied to expert services, the Agency was required to put forward changes to the experts fee scale and to submit it to the forthcoming Board of Directors.
